Learn how to make the viral TikTok Fluffy Popcorn in this easy-to-follow recipe! Made with marshmallows and butter, but NO raw flour!
When I saw several videos on my for you page about marshmallow fluffy popcorn, I immediately became intrigued. I’m not a huge sweets person (as evidenced by this blog), but I love the taste of marshmallows. Especially in Rice Krispie treats! The fluffy popcorn struck me as kind of the same thing, but with popcorn instead. But when I saw the bag of raw cake mix added in, I definitely cringed. I go on about this more in the FAQ section of this post, but suffice to say that raw flour can be dangerous to eat. Raw flour can contain bacteria because it is not treated beforehand. So, when I recreated this recipe, I left out raw flour!
I also listed some fun variations to my recipe below, that you can customize depending on your tastes. Just be sure to avoid the raw flour, and you’ll be set! :) Enjoy!

Fluffy Popcorn FAQs
What is the fluffy popcorn trend?
The fluffy popcorn trend has been on TikTok for awhile, but became popular again as a Halloween snack trend. The original TikTok recipe calls for half a bag of raw cake mix to be added, but this recipe is made without raw flour.
Who created the fluffy popcorn trend?
I’m not positive who created this trend on TikTok, but it may be @katelynnnjeaneee, who I found with the earliest posted Halloween fluffy popcorn recipe. But I was also able to find that Nara Smith video with fluffy popcorn back in February! So suffice to say, I can’t be sure who originally created this trend. (If you know, please let me know in the comments so I can give credit!)
Is this the same as marshmallow popcorn?
Basically, yes! By melting down the marshmallows and butter, you get a delicious fluff-like texture in which to mix the popcorn. When you add things like Halloween sprinkles and candy corn, it turns into Halloween Fluffy Popcorn!
What’s wrong with eating raw flour?
Most people don’t associate flour with being a raw food because it’s not stored in the fridge. But think about the source of flour – it’s wheat! When wheat is being processed into flour, it isn’t cooked or treated in any way to prevent bacterial growth. So the raw flour that you have in your kitchen pantry, or that’s found in baking mix, could contain harmful pathogens like salmonella or E. coli. The CDC actually warns against eating raw flour, citing outbreaks of food poisoning in 2016, 2019, 2021, and 2023 that were linked to either raw flour or cake mix.
Is raw flour dangerous?
Because pathogens can be found in raw flour, and because consuming it has been linked to outbreaks of illness, eating raw flour is not a good idea. Even though the original TikTok fluffy popcorn recipe calls for raw cake mix, I am not including that in my recipe for safety reasons.

Fluffy Popcorn (Without Raw Flour!)
Ingredients
- 1 Stick Unsalted Butter 8 tbsp, see notes
- 10 oz Mini Marshmallows
- 1 Tsp Vanilla Extract
- Pinch Sea Salt
- Sprinkles optional
- 10 Cups Sea Salt Popcorn see notes
Instructions
- First, cut the butter into slices to allow faster melting.
- Bring a large pot to medium-low heat. Add in the slices of butter and stir until melted.
- Once the butter is melted, add in the mini marshmallows. Stir the butter and marshmallows until the marshmallows are totally melted and incorporated into the butter. Then, stir in the vanilla extract and a pinch of sea salt.
- Turn off the heat and add in the popped popcorn. Stir until all of the popcorn is evenly coated.
- Top with sprinkles, if you'd like.
- Enjoy!
Notes
- Feel free to use home-popped popcorn instead of store-bought in this recipe.
- If using homemade, unsalted popcorn, use salted butter in this recipe instead. You want a little salt to amplify the flavor, but not too much!
